A meeting of the Haile and Wilton Parish Council was held on Monday 18th September 2006, in Haile Village Hall at 7.30 pm. (This replaced the one arranged for 11/9/06)

Minutes of the previous meeting were read and adopted.
District Councillor John Jackson attended this part of the meeting to hear our plight regarding the roads in the parish. It was explained to him what was said at the open meeting on roads, and that we were waiting for Karl to send us a map so we could mark up where we propose to put a new section of footpath at Haile House. John agreed to do some lobbying on our behalf to get wheels moving again. The clerk had spoken to Yvonne Clarkson (District Councillor), and she said they are in the process of getting a mobile flashing speed limit sign and that she would put us forward to be included in the circulation of it.
Both John and Yvonne agreed to attend our next meeting along with Norman Clarkson (County Councillor).

COLD FELL
Doreen is continuing to attend these meetings, and at present the group are trying to get a 40mph speed limit agreed.
It was thought that we could apply for funding through the “Concurrent Expenditure” scheme, but we have since found out it wont cover this. Dorothy had informed Doreen that the Neighbourhood Forum will possibly give £400 if the parish council can give the additional £50 required. Doreen to contact Dorothy to give her the go-ahead to proceed with the paperwork.
Doreen reported that Drigg have recently installed a new playground. She agreed to speak to Adrian and Joyce Dalton to find any information that might be of use to us. Penny requires a letter from us saying that we have no objections to play equipment being re-instated on the old site. It was also agreed that a parish council member will attend all “Haile Playground Committee” meetings as this will be required for safety inspections.
No dates have been confirmed as yet for this.
Now that the parish plan is up and running it has been decided to hold 2 meetings a year for updates, and it was agreed that the parish council would pay for the room hire for these. Norman Hunter had produced a leaflet for all households detailing what was happening with various groups of the parish plan. It was agreed to cover the cost of producing this leaflet.
It was agreed to ask for £1650 for the 2007/08 precept.
Penny to provide a bill for £120 for grass cutting costs so that we can claim this money back.

Computers have been offered to Parish Councils but the clerk felt that we didn’t meet the current criteria. If the offer is repeated we will look into it further.
HOSPICE AT HOME
The Hospice at Home are wishing to raise their profile by visiting Parish Councils. We thought it wasn’t appropriate for them to visit us, but Doreen took the details in the hope of organising a talk for the Thursday Club.
Penny agreed to read this and send in any comments she feels appropriate.
The audit fee of £58.75 for 2005/06 was presented for payment
An invite was received to discuss progress and feedback of the above. The session will be held on 30th October at 2pm in the Council Offices – no one available to attend.
4/06/2619/0L1 – Full internal renovation of Haile Hall and other buildings for Ms E Phipps. No objections were raised by Doreen, John or Edward. Penny wanted to read the plans in detail and agreed to let the clerk know her feelings on this application.
A letter has been received from the Village Hall Committee thanking us for the £100 donation. It pointed out that the Parish Council haven’t paid the rates as previously agreed – the Clerk stated that the rates had been paid by the Parish Council on 17th July. The Clerk was asked to put this in writing to the Village Hall Committee.
